You can use the pre-add feature on Apple Music for EPs or albums. Unfortunately, this feature is not available for single releases.
Important to know: a pre-order date must be specified for the release and an instant gratification date must be specified for at least one track. Instant gratification may only be specified for less than 50% of the tracks on a release, which unfortunately excludes single releases.
